In 1939 Carole starred in the low budget western Three Texas Steers. She had the leading role of Nancy Evans, a circus owner who loses her business and meets three helpful cowboys. This was the first of three films she made at Republic Studios. It was also the first time she played the female lead. Her boyfriend, Kenny Morgan, worked for Republic and had helped negotiate her contract. The movie featured the popular cowboy characters The Three Mesquiteers. They were played by John Wayne (who was not a major star yet), Ray Corrigan, and Max Terhune. The cast also includes Ralph Graves, Roscoe Ates, David Sharpe, and Collette Lyons.

Three Texas Steers was directed by George Sherman. It was made with a budget of just $35,000. John Wayne was paid $3000 for his role but Carole earned much less. Filming took place at Ray Corrigan's Ranch in Simi Valley from March 17 until March 31, 1939. The movie was released on May 12, 1939. Although it was not a big hit most of the reviews were positive. Film Daily said it was "a lively adventure with The Three Mesquiteers delivering plenty of thrills." Carole's next film, Cowboys From Texas, would also feature The Three Mesquiteers but they were played by different actors.
